That's the same year when insurance companies could no longer deny coverage to any person on account of health problems.

There are only two ways to fix health care and one won't work.

1. Get government entirely out of the business, including regulations.
2. Force doctors and health care professionals to work for free.

Number two has been tried in the USSR and Red China to name two and the results were a disaster all the way around.
Number one is the only answer but we are so cowed into ignorance regarding our rights and the limited rights of government we will continue to beg government to "fix it" for us, and they never will.
