Virginia Gov. Bob McDonnell is pursuing a deal with federal officials that would allow state troopers to enforce immigration law, effectively expanding statewide a program that a handful of Virginia counties have implemented.
McDonnell spokeswoman, Stacey Johnson, said the governor has been talking to federal officials about the idea for the past couple months and that the details of the arrangement "will be announced in the coming weeks."
McDonnell is trying to expand authority through a program known as 287g -- an agreement dozens of localities across the country have forged with Immigration and Customs Enforcement that trains local officers in immigration enforcement. The program allows the officers to carry out some of those duties under ICE supervision..... http://www.foxnews.com/politics/2010/08/04/mcdonnell-pursues-deal-virginia-troopers-immigration-enforcement-power/

Delegation of Immigration Authority Section 287(g)....
Immigration and Nationality Act......CE ACCESS (Agreements of Cooperation in Communities to Enhance Safety and Security) provides local law enforcement agencies an opportunity to team with ICE to combat specific challenges in their communities.
The 287(g) program is only one component under the ICE ACCESS umbrella of services and programs offered for assistance to local law enforcement officers.
ICE developed the ACCESS program in response to the widespread interest from local law enforcement agencies who have requested ICE assistance through the 287(g) program, which trains local officers to enforce immigration law as authorized through section 287(g) of the Immigration and Nationality Act....... http://www.ice.gov/partners/287g/Section287_g.htm
