Would the appropriate answer not have been that we are a nation of laws, and everyone is required to follow those laws? How about explaining to the child that immigration is a legal issue to be worked out by adults?

I don't think that anything should have been said to scare the child, but even my second grader knows that there are laws, that those laws must be followed, and that failure to follow those laws have undesirable consequences.
